Your Opportunity at A Glance:

Reporting to the Director of Asset Development, the Construction and Development Manager performs advanced professional work in implementing assigned construction, rehabilitation and development projects. Work includes a wide variety of tasks and expertise in all aspects of construction and development such as site planning, scope development, bid document preparation, managing teams and project execution through closeout. This is a highly skilled position that requires a high level of construction and development experience, critical judgment skills, and with the ability to work both independently and manage teams. Exercises considerable judgement in planning, developing, and managing projects in a manner that cares for tenants and safeguards the integrity of the community.

Essential Responsibilities:

Manages the construction and renovation activities of the Department, and assists the Director with development and acquisition activities

Manages the Capital fund program, including HUD required procedures, preparation of bid documents and project execution through closeout.

Performs construction project management

Assists with the development and acquisition process, including application preparation and third-party coordination

Provides necessary financial analysis for budgeting and project execution

Provides senior level knowledge and assistance with construction and development to organizational staff

Supervise and evaluate the performance of assigned staff; lead and facilitate staff to develop, implement, and continuously improve service to ensure core values and mission of the agency are met. Coach staff in the development and implementation of work plans and/or initiatives to support the agency’s strategic business plan.

Provides back-up for the Director of Asset Management in his/her absence

Actively support and participate in the agency’s safety initiatives.

Performs other job duties as assigned and as directed by the Director of Asset Development

Working Conditions and Equipment Used:

This position functions at various Housing Authority properties. Work is performed both indoors and outdoors. The position is exposed to construction site hazards.


Knowledge, Skills, and Abilities

Ability to understand and work well with government, private agencies and organizations; ability to maintain working relationships with city, county, state and federal agencies for the purpose of acquiring funding for development projects.

Demonstrated ability to communicate well with groups and individuals, both orally and in writing.

Extensive knowledge of construction , and safety procedures

Knowledge of public and private financing options including CDGB, HOME, Washington State Housing Trust Fund, Low Income Housing Tax Credits, Demonstrated ability to lead and motivate employees.

Demonstrated ability to maintain composure in stressful situations.

Demonstrated analytical and problem-solving skills.

Demonstrated ability to establish effective working relationships with employees, clients, and the general public.

Knowledgeable about construction techniques and practices.

Demonstrated ability to read, interpret and apply federal and state regulations.

Education and Experience:

Minimum Qualifications

A Bachelor’s Degree from an accredited college in Business, Finance, or Construction Management preferred, or any combination of education and experience that evidences the ability to perform the Essential Responsibilities of the position.

A minimum of Five (5) years of construction experience is required, including a proven track record in project management.

Proficient in computer and information technology with a minimum of three (3) years of project management skills and Excel.

A valid Washington State Motor Vehicle Operator's License within 30 days of employment, and an acceptable driving record according to BHA standards.

Other Requirements:


Ability to stoop, perform repetitive activities and sit in an office environment for prolonged periods of time. Ability to drive from place to place and navigate construction sites during all phases of construction. Willingness to work in dirty conditions at a variety of construction sites.



Ability to analyze development and construction activity to ensure maximum efficiencies, goals and timelines are achieved. Must be capable of resolving complex operating problems, supervising and leading employees and able to work effectively with others, including the general public and government agencies.

Salary and Benefits:

Starting Salary Range: $5,830.00 to $6,427.00 per month, Depending on Qualifications
