The Housing Authority of the City of Bellingham is a local government agency that serves approximately 3,000 homes housing over 7,000 residents in Whatcom County. The Bellingham Housing Authority and the Whatcom County Housing Authority work together to provide needed housing in our community.

Reporting directly to the Executive Director, the Executive Services Manager provides direction and oversight for all functions and activities of the agency’s Human Resources operations including, but not limited to, employee and labor relations, recruitment and selection, job analysis and classification, compensation, worker’s compensation and unemployment programs, and employee performance evaluation and recognition. 

This is a key leadership position and is responsible for developing and executing organizational human resources strategy.  The Executive Services Manager aligns human resources strategy with the strategic direction of the agency and ensures the HR system is effective and efficient in its operation.
