Bond & Tax-Credit Financed Developments

The Bellingham Housing Authority is a partner in many affordable housing developments throughout Whatcom County that were financed using Tax-Exempt Bonds and/or the Low-Income Housing Tax Credit (LIHTC) program.

All tax-credit and bond financed properties are managed by Indigo Real Estate Services and offer rents that are typically below market-rate. Interested households should contact Indigo Real Estate Services  for program details or how to apply.

HUD Section 202 Supportive Housing

Birchwood Manor and Catherine May Apartments in Bellingham are HUD Section 202 developments owned by the Whatcom County Council on Aging and managed by the Bellingham Housing Authority. Eligible applicants include very low-income households (50% AMI or below) with one or more family member who is at least 62 years old at the time of initial occupancy.

USDA Rural Development 514 & 515

Everson Meadows and Sumas Square are US Department of Agriculture Rural Development properties owned by the Whatcom County Housing Authority. 

Eligible Applicants for Everson Meadows must meet the USDA-RD farm worker requirements, including an annual income from eligible farm work activities of $4,583 or more. 

Eligible applicants for Sumas Square include households with one or more family member who is at least 62 years old at the time of initial occupancy, and disabled households.
