Energy Audit Services

In accordance with 24 CFR 965.302 the U.S. Department of Housing and Urban Development (“HUD”) requires Public Housing Agencies (“PHA”) to complete Energy Audits at least every five years for PHA-owned public housing projects.

The Housing Authority of the City of Bellingham and the Housing Authority of Whatcom County (hereafter collectively called “BWCHA”) is seeking qualified firms to provide energy audit services for twelve (12) public housing properties across Whatcom County, Washington. Attachment 1 contains all property names, locations, and a breakdown of units.

The selected entity (“Contractor”) will conduct energy audits for all properties listed in Attachment 1. Contractor shall perform an energy audit comparable to the standard established by the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) Level II.

The objectives of public housing energy audits are to identify energy conservation measures (“ECMs”). The audit should determine the cost to implement the ECM, calculate the resulting cost-savings and payback period for conservation measures. Additionally, the audit should identify any compliance, health, or safety issues related to energy improvements.
