Notice of Telephonic Public Hearing

The Housing Authority of the City of Bellingham (the “Authority”) will hold a public hearing on Monday, September 27, at 1 pm, on the proposed issuance by the Authority, pursuant to chapter 35.82 RCW and a plan of financing, of certain obligations (the “Obligations”), the interest on which will be excluded from gross income for federal income tax purposes pursuant to Sections 103 and 142 of the Internal Revenue Code of 1986, as amended (the “Code”). The Obligations are expected to be issued to finance the construction and equipping of the Samish Family Commons multifamily housing facility described below, to be operated as a qualified residential rental project under Section 142(d) of the Code, to provide housing for low-income persons.


Maximum Principal Amount of Obligations: $15,500,000
Project Principal User: Samish Way Family Housing LLLP, a Washington limited liability limited partnership of which the Authority is the sole general partner
Project Description: Construction and equipping of an approximately 49-unit multifamily housing complex to be known as Samish Family Commons
Project Location: Within the Samish Way Condominium, located on an approximately 1.5 acre site bounded by North Samish Way, Otis Street, East Laurel Street, and Abbott Street, in Bellingham, Washington


In recognition of the need to curtail the spread of the COVID-19 pandemic, and in accordance with Internal Revenue Service Revenue Procedure 2020-21, as extended by Internal Revenue Procedure 2020-49, the public hearing will not be conducted in person.

The public is invited to attend the hearing by telephone, as described above, and to present oral or written testimony regarding the proposed issuance of the Obligations and the location and nature of the proposed Project to be financed, or to submit written comments to the Authority at 208 Unity Street, Bellingham, Washington 98225 to be received no later than the time of the hearing. The hearing will constitute the public hearing required by Section 147(f) of the Code. Request for Public Comment

The Bellingham & Whatcom County Housing Authorities (BWCHA) are proposing revisions to their FY 2022 Utility Allowance and Public Housing Flat Rent Schedules with an anticipated implementation date of January 1st, 2022.

At this time, we are seeking the input of BWCHA residents, community partners and interested community members to provide feedback on the proposed revisions and propose additional revisions before they are reviewed and approved by the BWCHA Board of Commissioners. The plans are available for viewing below.

The public comment period will begin September, 14 2021 and end on October 15, 2021 at 4:00 PM.

Participants wishing to comment will need to do so in writing, no later than October 15th, 2021 at 4:00PM.

Due to the guidance in the “Declaration of Emergency and New Recommendations to the Public” from Satpal Sidhu, the Whatcom County Executive, in coordination with the Whatcom County Health Board, the general public are asked to attend our September 13th Special Board of Commissioners Meeting over the phone.
