Bellingham/Whatcom County FY 2027 Agency Plans
The Bellingham/Whatcom County Housing Authorities (BWCHA) are proposing revisions to the FY 2027
PHA with an anticipated implementation date of January 1ˢᵗ,
2027. At this time, we are seeking the input of BWCHA residents, community partners and interested
community members to provide feedback on the proposed revisions and propose additional revisions
before they are reviewed and approved by the BWCHA Board of Commissioners. The plans may be viewed
on this page by clicking the preview button or by download.
The public comment period will begin July 20, 2026, and end on September 4, 2026, at 12:00 PM.
Resident Advisory meetings will be held on:
July 22, 2026 at 1:30 PM – Chuckanut Square, 1400 12ᵗʰ Street, Bellingham
July 28, 2026 at 1:30 PM – Washington Square, 2501 E Street, Bellingham
July 29, 2026 at 1:30 PM – Lincoln Square, 409 York Street, Bellingham
August 5, 2026 at 1:30 PM– Baycrest community room, 4660 Loft Lane, Blaine
A public hearing will be held at 1PM on Tuesday, September 15, 2026, at BWCHA’s Board Room, 321 N
Samish Way in Bellingham. The meeting may also be joined via Zoom using the call-in instructions
below.

Notice is hereby given that the Board of Commissioners of the Bellingham & Whatcom County Housing Authorities will hold a Special Board Meeting on Tuesday, July 14, 2026, at 1:00 p.m.
The purpose of the Special Meeting is to consider the following agenda item:
1. Authorize the Award of a Contract to Construct Samish Commons Early Learning Center Tenant Improvements
o Approve Resolution No. 2844
