The Bellingham Housing Authority will open the following waiting lists to new pre-applications for targeted households at 9:30am on February 1, 2021.

Varsity Village

2 & 3 Bedroom

Public Housing – City of Bellingham

2 & 3 Bedroom

Catherine May Apartments

1 Bedroom

Everson Meadows

2 & 3 Bedroom for households with agricultural income


Applicants will only be accepted for households who meet Bellingham Housing Authority’s occupancy standards for the unit size specified above.

Pre-applications must be submitted online by clicking the button below. Due to the COVID-19 public health emergency, the Bellingham Housing Authority office is currently closed to the public until further notice. For assistance with the application process, please email or call Tyson Stap.

Notice of Waiting List Update

The Bellingham Housing Authority is in the process of updating waiting lists for the Project-Based Voucher Program (PBV).

Specific Project-Based Voucher Waiting Lists Include:

City of Bellingham
Whatcom County
Deer Run Terrace
River House Apartments
Laube Hotel Apartments
Laurel Village Apartments
Orleans Place Apartments
Walton Place Apartments
Varsity Village Apartments

Applicants on the above stated waiting lists will be contacted by email or sent a letter on January 18, 2021 indicating that further action is required to remain on the waiting list. BWCHA is excited to offer the opportunity to remain on waiting lists by using the “Save My Spot” function which is conveniently accessed through each applicant’s secure online portal. Notice of Request for Proposals

Bellingham Housing Authority Third-Party Inspection Services

On September 10, 2020 the Bellingham Housing Authority released a Request for Proposals (RFP) with a response deadline of October 30, 2020. The RFP is for Inspection Services using Federal Housing Quality Standards in multifamily residental units. A copy of the RFP including additional information can be found here.

Change of Public Attendance for Board Meetings

Due to the guidance in the “Declaration of Emergency and New Recommendations to the Public from Satpal Sidhu, the Whatcom County Executive, in coordination with the Whatcom County Health Board,  the general public are asked to attend our Board of Commissioners Meetings over the phone.

Please follow the below call-in procedure and note that members of the public can conference in to the meeting, but will be in listen-only mode. Therefore, we ask that you provide your written public comments in advance of meetings.

Participants, Applicants, and Community Partners

In response to the COVID-19 public health emergency the Bellingham/Whatcom County Housing Authorities (BWCHA) offices are open for business but closed to the public until further notice.  BWCHA personnel are still available to assist you, but we are operating in shifts and/or working remotely. 

Additionally, BWCHA has taken the following steps in an effort to mitigate the spread of COVID-19 while maintaining continuity of service:

  • Our lobby is currently closed to walk-in traffic
  • All in-person appointments have been canceled
  • Annual and biennial HQS inspections are postponed
  • Initial HQS Inspections will continue for vacant units, at the inspector’s discretion
    • If it is determined that an initial inspection cannot safely be completed, it will be postponed until it’s  safe to complete it.
  • New tenant-based Housing Choice Vouchers (Section 8) are not being issued
  • Maintenance staff will respond to emergency work orders only
  • Increased sanitization efforts are taking place at BWCHA properties

Please note annual and interim re-certifications will continue to be processed.  If you need to submit paperwork or report changes, please use one of the following methods:
