The Housing Authority of the City of Bellingham (BHA) is soliciting proposals from qualified firms for Website Design and Development Services (RFP-BHA-2026-04-IT) to modernize its public-facing digital presence and improve accessibility for residents, landlords, and applicants. This comprehensive project encompasses the full project lifecycle—including discovery, strategy, rebranding with a new logo, development of a unified property directory, and a minimum 12-month post-launch support period. All project inquiries and final proposal submissions must be sent via email to procurement@bellinghamhousing.org with the subject line “Website Design Services RFP-BHA-2026-04-IT,” with Chris Longwell (Chris.Longwell@BellinghamHousing.org) serving as the secondary contact. Regarding the project timeline, the deadline for written questions is May 1, 2026, at 5:00 PM PST, and final proposals are due no later than May 27, 2026, at 5:00 PM PST. Following evaluation, the BHA anticipates a project kickoff on July 1, 2026, with a target site launch date of December 1, 2026.

The Bellingham Housing Authority (BHA) is requesting proposals from experienced developers capable of delivering high-quality affordable housing projects that meet all the following criteria:

• New construction housing
• Located in Bellingham’s Downtown District Urban Village
• Will utilize between ten (10) and twenty (20) Project-Based Vouchers (PBVs)
• PBV units must be scheduled for initial lease-up between 6/1/2027 and 6/1/2028
