The Bellingham Housing Authority (BHA) is requesting proposals from experienced developers capable of delivering high-quality affordable housing projects that meet all the following criteria:

• New construction housing
• Located in Bellingham’s Downtown District Urban Village
• Will utilize between ten (10) and twenty (20) Project-Based Vouchers (PBVs)
• PBV units must be scheduled for initial lease-up between 6/1/2027 and 6/1/2028

REQUEST FOR PROPOSALS – SALARY SURVEY:  The Housing Authority of the City of Bellingham (“BHA”) is seeking proposals for qualified consulting firms, experienced in the development of job evaluation and compensation system to conduct a salary survey.  Proposals will be accepted in person, by direct delivery, or by email. The addresses for in-person delivery and mail are listed in the attached RFP packet. Emailed proposals must be sent to lindsay.burmeister@bellinghamhousing.org. Qualification packets must be received no later than January 6, 2026, at 4:00 pm. Proposals received after this date and time will not be reviewed.
