FY 2027 Schedule of Estimated Material and Labor Charges

The Bellingham/Whatcom County Housing Authorities (BWCHA) are proposing revisions to the FY 2027
Schedule of Estimated Material and Labor Charges. The Schedule of Charges represents charges that
may be assessed for the cost of cleaning and/or repair and replacement of damaged items due to
neglect or abuse by the resident, a family member, or a guest of the resident. The anticipated
implementation date of this revised schedule is January 1st, 2027.

At this time, we are seeking the input of BWCHA residents, community partners and interested
community members to provide feedback on the proposed revisions before they are reviewed and
approved by the BWCHA Board of Commissioners. The Schedule of Charges may be viewed on BWCHA’s
website: www.bellinghamhousing.org/about-us/public-comment/ or by request.

The public comment period will begin November 1st, 2026, and end on December 1st, 2026, at 12PM.
Comments must be emailed to publiccomment@bellinghamhousing.org by December 1st, 2026, at
12PM. Comments will be shared with BWCHA’s Board of Commissioners during the public hearing.

Bellingham/Whatcom County FY 2026 Utility Allowance and Public Housing Flat Rent Schedule

The Bellingham/Whatcom County Housing Authorities (BWCHA) are proposing revisions to their
FY 2026 Utility Allowance and Public Housing Flat Rent schedules with an anticipated
implementation date of January 1st, 2027.

At this time, we are seeking the input of BWCHA residents, community partners and interested
community members to provide feedback on the proposed revisions before they are reviewed

The Housing Authority of the City of Bellingham (BHA) is soliciting proposals from qualified firms for Website Design and Development Services (RFP-BHA-2026-04-IT) to modernize its public-facing digital presence and improve accessibility for residents, landlords, and applicants. This comprehensive project encompasses the full project lifecycle—including discovery, strategy, rebranding with a new logo, development of a unified property directory, and a minimum 12-month post-launch support period. All project inquiries and final proposal submissions must be sent via email to procurement@bellinghamhousing.org with the subject line “Website Design Services RFP-BHA-2026-04-IT,” with Chris Longwell (Chris.Longwell@BellinghamHousing.org) serving as the secondary contact. Regarding the project timeline, the deadline for written questions is May 1, 2026, at 5:00 PM PST, and final proposals are due no later than May 27, 2026, at 5:00 PM PST. Following evaluation, the BHA anticipates a project kickoff on July 1, 2026, with a target site launch date of December 1, 2026.

[CLOSED] RFP Project Based Vouchers (PBV) (New Construction)

The Bellingham Housing Authority (BHA) is requesting proposals from experienced developers capable of delivering high-quality affordable housing projects that meet all the following criteria:


• New construction housing
• Located in Bellingham’s Downtown District Urban Village
• Will utilize between ten (10) and twenty (20) Project-Based Vouchers (PBVs)
• PBV units must be scheduled for initial lease-up between 6/1/2027 and 6/1/2028
